Joel Salem (born February 1959) is a British property developer based at 15 Highview Gardens, Finchley, London, N3 3EX. He is a long-standing business partner of Michel Dadoun, with shared directorships across at least 12 companies spanning from 1997 to the present.

He was a director of United Properties London Ltd (May 2020 to April 2021) and secretary (April 2020 to April 2021). He also directed Imperial House London Ltd, Platinum Riverside Limited, R.G.J. Ltd, and MYM Global Ltd (a hotel bathroom fixtures supplier).

52 Fortune Green Road Prosecution

In February 2024, Joel Salem (age 65) and Judith Robinson-Dadoun (age 57, of Brampton Grove, Hendon) were found guilty and ordered to pay a £350,000 fine plus £247,011.64 in costs for failure to comply with a planning enforcement notice at 52 Fortune Green Road, Camden. The property had been illegally converted into seven substandard residential flats when planning permission existed only for four units. The enforcement notice was served on 6 October 2010, but the defendants ignored it for over a decade. The judge found “high culpability” — both defendants were “directly involved in the letting of the property” and had “concealed” their true financial worth from the court.
