“Permitted Developments Investments” is a series of numbered Special Purpose Vehicles (SPVs) created by BYM Capital (founded by Matan Abraham Amitai, Ben Ditkovsky, and Joseph Dunner) to hold individual property assets. The strategy exploits “permitted development” planning rights, which allow conversion of commercial properties (offices, shops) to residential use without full planning permission.
At least 23 entities have been identified in the series: an unnumbered parent company, Nos 1-21, and a holdings entity. Several have been renamed as they were transferred to new ownership groups after BYM Capital’s administration in October 2023.
Churchill House, Bunns Lane
Several PDI companies (including No 8, No 13, and the standalone “Permitted Developments No Ltd”) are registered at S223-S224, Churchill House, 120 Bunns Lane, London, NW7 2AS. This is a serviced office centre in Mill Hill, operated by Churchill House Offices (choffices.com), offering short-term renewable licence agreements. The building is a renovated 1950s former government building. This is also the registered address for Gold Wynn UK Holdings Limited.

30 Old Bailey
Several PDI companies used 30 Old Bailey, London, EC4M 7AU as their registered address. This is a major office building in the City of London occupied by Forvis Mazars (accountancy firm) and others. After BYM’s administration, the address C/O FRP Advisory Trading Limited, 2nd Floor, 110 Cannon Street was used instead.

The three BYM Capital founders were typically appointed as initial directors of every SPV at incorporation. In many cases, all three resigned simultaneously when properties were sold or transferred:

After BYM’s collapse, several SPVs were transferred to a new group of predominantly Israeli directors and renamed with the prefix “NEG”:

The “NEG” prefix and the 13-14 Welbeck Street, London, W1G 9XU address suggest these assets were acquired by the same investor group. Identity verified by Haffner Hoff Limited ACSP for some directors.

Shooter and Weinzweig Connection
Mark Shooter and Jeffrey Mark Weinzweig served as co-directors on both PDI No 8 and PDI No 13. Weinzweig is the legal name of Jeffrey Wynn, the sole director of Gold Wynn UK Holdings Limited, which is also registered at Churchill House, Bunns Lane, NW7 2AS — the same serviced office as PDI No 8 and No 13. Shooter was head of UK operations for Gold Wynn. This suggests the PDI No 8 and No 13 properties may have been acquired by or on behalf of the Gold Wynn group rather than BYM Capital, or were transferred from BYM to Gold Wynn.
”Permitted Developments No Ltd” (13851613)
This is a separate entity from the numbered series. Incorporated 17 January 2022, dissolved 11 November 2025. Registered at Churchill House, Bunns Lane, NW7 2AS. SIC code: 68209 (Other letting and operating of own or leased real estate). Directors were Mark Shooter (from incorporation; sole director after Dadoun left) and Michel Dadoun (from incorporation to 25 June 2023). This matches the “Permitted Development No Ltd” entry on Shooter’s Barnet Council register of interests.

Planning Applications
PDI No 6 (Papermill House, Uxbridge): Conversion of 148K SF office to 140 apartments under permitted development rights. Galliard Homes involved in marketing the completed units.
PDI No 18 / NEG The Spires: BYM proposed replacing parts of The Spires shopping centre with five- and six-storey blocks of flats (approximately 300 new homes). Plans exhibited in April 2023 but BYM entered administration before formal planning application. Opposed by Chipping Barnet MP Theresa Villiers and local residents.
